Albert Reyes, an associate in Goodwin Procter’s Business Law Department and a member of the Public Finance and Public/Private Development Practices, has extensive experience in public finance legal matters. Mr. Reyes joined Goodwin Procter in 2007.
Work for Clients
Mr. Reyes has acted as bond counsel and disclosure counsel for numerous public entities including, counties, cities, school districts, redevelopment agencies and water districts in the issuance of special tax bonds, lease revenue bonds, general obligation bonds, 501(c)(3) bonds, tax allocation bonds, assessment bonds, and certificates of participation. He has represented real estate developers in public finance matters related to the formation of community facilities districts and the issuance of land secured debt under the Mello-Roos Community Facilities Act of 1982. Mr. Reyes has also represented various underwriters in the issuance of municipal debt.
Professional Activities
Mr. Reyes is a member of the National Association of Bond Lawyers, American Bar Association, Orange County Bar Association and Orange County Hispanic Bar Association.
Publications/Presentations
Mr. Reyes is the author of “A Step Towards Easier Financing,” (discussing amendments to the Mello-Roos Act) in Builder and Developer (June 2008), and co-author of “Land Secured Bonds on Shifting Ground in Today’s Market” in The Bond Buyer (June 2008).

Prior to joining Goodwin Procter, Mr. Reyes was a public finance associate in the Newport Beach office of Stradling Yocca Carlson & Rauth.
